The Defense Security Cooperation Agency notified Congress (link opens in PDF) on Thursday of plans to sell the government of Iraq as much as $1.95 billion in assorted military equipment, including:
12 Bell 412 EP transport helicopters and associated equipment, valued at $300 million; 50 M1135 Stryker Nuclear, Biological, and Chemical Reconnaissance Vehicles, outfitted for survivability in a chemical warfare environment, and valued at approximately $900 million; and finally spare parts needed for the maintenance of M88A1 and M88A2 Hercules Recovery Vehicles (both used to salvage damaged tanks, M1070 Heavy Equipment Trailers and Trucks (HETT), M977 Heavy Expanded Mobility Tactical Trucks (HEMTT), High Mobility Multipurpose Wheeled Vehicles (Humvees), Tactical Floating River Bridge Systems (TFRBS), M113 Family of Vehicles (armored personnel carriers), M109A5 Howitzers, and M198 Howitzers. This portion of the proposed arms sale is said to be worth approximately $750 million.All three proposed sales are described as contributing to "the foreign policy and national security of the United States by helping to improve the security of a strategic partner." And according to DSCA, "there will be no adverse impact on U.S. defense readiness as a result of" any of these proposed sales.

The money is running dry
Defense spending is being slashed left and right, which means the Pentagon is making hard decisions when it comes to military needs. Currently, there are a number of programs that the Pentagon is unwilling to sacrifice, such as Lockheed Martin's (NYSE: LMT ) F-35 fighter, Huntington Ingalls Industries' (NYSE: HII ) CVN-78 aircraft carrier, and Northrop Grumman's (NYSE: NOC ) RQ-4 Global Hawk drones -- good news for these guys. Then, there are other programs that the Pentagon has deemed less critical. That includes Boeing's C-17 contract. - [By Rich Smith]
The U.S. Department of Defense awarded 13 new contracts Wednesday, worth more than $730 million in aggregate. The largest of these awards, a $230 million contract to upgrade the U.S. Air Force's Digital Video Laboratory III, went to privately owned SRI International of Menlo Park, Calif. But publicly traded companies weren't entirely left out in the cold.
Johnson Controls' (NYSE: JCI ) Federal Systems unit, along with six private companies, all claimed the right to participate in a firm-fixed-price, option-filled, multiple-award, task-order contract worth up to $95 million. Under this contract, the seven winners will compete to complete task orders for providing "construction and equipment installation services" worldwide for the U.S. Army Corps of Engineers. Verizon (NYSE: VZ ) Business Network Services won an $11.9 million modification of a contract to supply "managed network services" to the U.S. Army. And Northrop Grumman (NYSE: NOC ) won a $10.4 million contract modification to support unspecified "critical components" for U.S. and Coalition Partners in Afghanistan. The Pentagon noted in its announcement that the cumulative value of this latter contract is now approaching $198 million.Editor's note: A previous version of this article incorrectly mentioned Smith & Wesson Holding Corp.�(NASDAQ: SWHC) as securing a contract. The folks at iRobot, for their part, also took the opportunity to note that they've delivered more than 5,000 robots to military and civil defense forces around the globe so far. Currently, three main companies supply security equipment to the TSA - Safran (SAFRY.PK), Smiths (SMGKF.PK), and Level-3 Holdings (LLL). All three of these companies sell the whole range of their products to the TSA, with an ETD offering included. Recently, however, a new company, Implant Sciences Corporation (IMSC.PK) received approval from the TSA to begin selling their ETD equipment to airport security professionals. This approval has opened the door for IMSC to begin taking some market share away from the more established players in the US and beyond.

KeyBanc announced on Thursday that it has upgraded Alliant Techsystems Inc. (ATK), which provides aerospace and defense products to U.S. government agencies, from “Underweight” to “Hold.”
According to analyst Michael F. Ciarmoli, this aerospace and defense provider’s previous Underweight rating was largely based on the belief that military ammunition revenue and funding would decline and would soon return to “normal.”
The upgrade, however, reflects the changes KeyBanc sees in the industry; “While we believe these dynamics are in fact playing out, we did not account for management�� swift and pointed capital deployment efforts that have effectively diversified the Company away from the defense markets and further into the consumer sporting and leisure markets,” states Ciarmoli.
Alliant Techsystems shares traded .74% higher during Thursday’s session. Year-to-date, the stock is up 52.51%.
